Basic responsibilities are repeatedly ignored, leaving residents feeling unsupported and unsafe. Significant improvement in responsiveness and accountability is needed.

Expérience négative: Awful awful living experience. Dishwasher broke because they use awful appliances and flooded my house and they are trying to make me pay for the floors. Total joke company that will gouge you for everything. Then they find there property managers from tent city downtown

Expérience fantastique: I have lived in various rentals throughout Vic but truly enjoyed living at 1000 McKenzie. The managers J & L Kalcsa keep the property clean and functioning. Added to that is the location. One block to a direct bus to downtown for work in half hour, no need to drive. London Drugs, gas station, restaurants, Tim Hortons, Starbucks, Thriftys, etc at the corner. Swan Lake and several beautiful walking paths close by. My one bedroom main floor suite was huge, renovated, private and QUIET at night (big one for me). Could see hummingbirds, deer, squirrels from my living room couch. Ask for unit 103!!!

Expérience négative: Below is my experience at Bella Vista, a Devon Properties managed building: Our experience at Bella Vista (2505 Hackett Crescent) has been very disappointing. The move-in process was frustrating from the start. The rental portal kept failing, our inspection was cancelled after we had already taken time off work, and when it was rescheduled the walkthrough felt rushed. The unit was not properly cleaned when we took possession. Since then, there have been ongoing issues including elevator problems on move-in day, delays receiving mail keys, garage opener issues, repeated mechanical alarms, patio door sealing problems, and plumbing repairs that required multiple visits and time off work. Communication from management has been inconsistent and follow-ups often go unanswered. It took over 100 days to address concerns (in an unsatisfactory manner). There were also instances where contractors showed up without clear notice, which was uncomfortable.Common areas have had cleanliness issues as well. Overall, the level of organization, communication, and quality has not matched what we expected for a new building at this price point. Based on our experience, we would not recommend living here or renting with Devon.

As Bella Vista is a newer building, several of the items referenced, such as patio door sealing, plumbing, and certain mechanical concerns, fall under the original construction warranty. In these situations, repairs must be coordinated through the original contractors or warranty providers rather than through third-party vendors. This process can involve additional approvals and scheduling requirements, which may extend timelines compared to standard maintenance requests.
Our on-site team has been working to coordinate these items with the appropriate providers and address the concerns raised. We recognize that multiple contractor visits and extended timelines can impact the overall resident experience, and we appreciate your patience while these matters are addressed.
We also encourage residents to connect directly with the building management team when concerns arise so they can be reviewed and addressed as promptly as possible.

Expérience fantastique: I have lived here for way over 30 years and this is my forever home. Over the years we've had good building managers and not so good but Laura and Geoff are the best by far. They're amazing. Whenever i have a problem (like the mice issue) i can rely on them to help and take care of the issue. I have what I refer to as the best view in the building, looking out back to grass and trees and all the wildlife. I just love this place.

Expérience positive: We have had 3 managers in 5 years in our building. The first was retiring & was tired out. The second was a disaster & we worried about the third manager. But we need not have worried as Patricia Rhoades is a 5 star manager in a 4 star building. She is kind but not overly friendly. Professional but not cold. She is efficient, listens but does not promise more than she can allow. Devon Properties should thank her daily for her work as a manager. Our building has many residents who have resided there for more than 10 years - some longer than they lived in a house! Expérience négative: DO NOT RENT FROM DEVON PROPERTIES! YOU WILL REGRET IT!!!! SAVE YOURSELF WHILE YOU HAVE THE CHANCE! NIGHTMARE NIGHTMARE NIGHTMARE!! I lived at their gorge property in 2024 and the management and communication was truly awful! I had to move out unexpectedly due to a DV situation - they did not answer my calls or emails and once they finally did, THEY SENT MY FORWARDING ADDRESS TO MY ABUSER! Absolute negligence!!!! I had received an email from one of their property managers stating I am not liable for any remaining fees/damages and “promised” they would not come after me for collections. Is there a catch? Of course! ONE YEAR LATER - GUESS WHO SENT COLLECTIONS AFTER ME FOR THOUSANDS!!!! Luckily the collections agency couldn’t believe it and resolved it out for me! Absolute nightmare!!!!! This company is awful. They are money hungry and greedy scammers and only care about payday. Now, I can’t speak for every employee as I’m sure there are nice ones, but willingly devoting your time to this corrupt business makes you just as complicit. I feel sorry for the poor sap who has to read these and copy and paste these generic fake apologetic responses asking people to reach out and “someone will be in touch”. If you guys had read emails in the first place we wouldn’t be here right now! Future tenants - you have been warned! All of these 1 star reviews I promise you are true. The 5 stars on the other hand - I’d bet you anything they have been incentivized in some way. Karma is a wonderful thing!!!! Have the day you deserve, Devon properties!

I would like to express our big gratitude to our wonderful managers Olga and Anatoly. Their remarkable support and care creates a sense of safety and comfort for all residents. The cleanliness and order they maintain throughout the complex reflects their hard work and attention to details. Willow gardens feel like a cozy garden or resort. Expérience fantastique: I am a long term tenant at Seaport Apartments on 200 Dallas Rd. where Stephen and Kelly Morgan are the building managers. I like Stephen and Kelly and any repairs needed in my apartment are done in a timely fashion. When I run into them around the building they are always pleasant and we chat for a few minutes. I realize how large our building is so I try to not take up their time because they are usually busy juggling showings and repairs with various trade companies.

Building manager never replies to emails, when you meet with him in person he tells you to book on an app that never works, in general would not recommend to my worst enemy

Expérience négative: Impressive in how poorly run it is. Completely mismanaged. I met with three people before I moved in, then everyone left and we couldn’t get ahold of anyone in the building for a month. The agent got lost trying to show me my unit. Didn’t have keys ready. Couldn’t do any repairs as were needed. Terrible communication. Awful customer service. Poor follow through on requests and the power goes out six times a day with no resolution. Devon Properties, what an awful company. There’s a voicemail at your reception from two months ago you haven’t got back to by the way.

Regarding the power concerns, the circuit breaker maintenance request was submitted on December 31. Our team worked to resolve the issue as quickly as possible while working with our vendors and their timelines and has since been resolved by a licensed electrician. We understand how disruptive these issues can be and appreciate your patience while they were addressed.

Expérience négative: High turnover rate of building managers, main office doesnt answer the phone when you call, because of high turnover rate problems go unsolved. Expérience négative: Unfortunately, I had a very disappointing experience with the building management during my move-out process. First of all the Building Manager who conducted my move-out inspection was not the same person who handled my move-in inspection. Although several deficiencies were properly documented and signed at the time of move-in to avoid future charges, these records did not seem to be taken into consideration during the move-out walkthrough. Throughout my tenancy, I took very good care of the apartment. I work in the construction field and personally completed touch-ups to ensure the unit was left in good condition. Despite this, I was charged $250 from my damage deposit for issues that were already present when I moved in. What added to my frustration was a comment made during the inspection implying that if we had lived in the unit for another year, this situation would not be happening, simply because we only rented the unit for one year. This felt inappropriate and unprofessional. Overall, this experience felt unfair and gave the impression that the damage deposit was withheld without proper consideration of the documented move-in condition. I strongly recommend future tenants document everything carefully and remain cautious during both move-in and move-out inspections.

Expérience négative: I've lived at Dundas Manor for over 15 years now and it's been getting worse and worse. They've started a " renovation " a few months ago , painting the exterior for one and it's been a nightmare. The contractor showed up for a few hours every few days and it took forever. The management had us move all our personal belongings from our decks into our suites. Then the deck repairs started . . . & i was told this will be ANOTHER 2 months ! The deck repair person put a stick in my sliding glass door on the outside and i could not open it preventing me from an Emergency fire escape. ( Also in the door of 2 other suites and one poor woman was in tears not being able to get out if she had to. ) Then the new railing have to be installed ! How much longer do we have to live with our apartments filled with all our deck items ?? I've sent 2 emails to Devon Properties Duncan McAllister and after a week he has not even had the courtesy to reply. Very very poor and unorganized. UPDATE ; As per Devons reply ; NOT ONE person has answered an email from me. ALSO , this project has gone on for about 3 months and i was told at LEAST ANOTHER 2 months. Looks like their reply is more like window dressing.

Expérience négative: I lived in 1295 Craigflower Rd building for about a year and I cannot recommend it at all. There were many issues. The parking lot is outside the building, uncovered, far from the units, and spots were assigned unfairly. Those with connections to management got the better spots, while newcomers and immigrants were given the worst locations. Management changes frequently and communication is poor. They constantly checked which parking or storage units belonged to whom, and due to frequent management turnover, no one really knew the history of the units. During rain, the sound of water hitting the windows was extremely loud, which shows the building wasn’t properly constructed. The layout of the apartments is misleading. Although advertised as two-bedroom, one room has no natural light and is essentially just a den. Rent is very high, and the building management is unprofessional, often trying to charge tenants extra to cover their own expenses. Other buildings usually only charge for actual damages, not to cover their costs. Overall, I had a very disappointing experience and would not recommend living here.

Do yourself a favour and read the 1 star reviews before renting with this mismanaged company. “ In terms of ability, integrity, and ethics, this company is not worthy of the fees you pay them. The only thing they good at is using their advantages to exploit customers. If you haven't worked with them, you're lucky. I don’t deny that there are some responsible employees in the company, but the management is undoubtedly the worst I have seen. Expérience négative: ⚠️ Warning for Future Tenants: Issues with 1295 Craigflower Rd Manageme I recently moved out of unit 601-1295 Craigflower Rd, Victoria, BC. Based on my experience, I want to share some important observations for future tenants: Before moving in, make sure to take photos and videos of every uneven wall, extra spots, color changes, and anything small, and email them to the building manager as evidence. When you move out, management may use these problems against you. On the day of move-in, two of the bathrooms already had stool stains, but I did not mention anything in order to avoid starting off on bad terms with the manager (who claimed to have cleaned them)—this was my mistake. Before any inspection, be careful: remove or fix any decorations or items on the walls, because they will zoom in on them and charge you. After you give them move out date, they will come for inspection and they take photos of your walls and belongings, without your consent to use them for compare in the move out date. Even if you repair something, they will still look for the smallest excuse to charge you. Overall, move-in and move-out inspections were handled inefficiently and they conduct move-out inspections in an overly strict and unreasonable way, especially if you move out after a year—they want to minimize their losses. The building management does not handle any complaints properly. Any issue—like rain noise, hood noise, or other problems—requires multiple follow-ups and usually does not get resolved. Overall, I do not recommend this building. Future tenants should document everything carefully and be very cautious.

Infinite battles, one after another, everything breaking nothing harmonizing and one big struggle with alligators in quicksand. Then I encountered Max Winters, now I didn’t know a realtor could basically play the role of impromptu spirit guide but when they told me about the place. How it had a fireplace and zen garden and they used to live in it long ago. My ears started ringing, like a singing bowl. I told myself this is it. This is going to be it. Then that night the day before I was supposed to view the apartment…. my cellphone broke. I felt like a damn fool, I don’t know where things were or how to get around or where specific addresses and roads were in a new city I’ve only briefly explored doing delivery apps. I missed the first viewing. I just held a mental image inside of my mind and told myself this will be the apartment. A: ideal location for doing uber//doordash. B: zen garden C: Fernwood D:fits my budgetary needs given the hell ive wrestled this past year. Once my cellphone got repaired I finally had a chance to see it. Max was stern and honest with me, not just letting me know my credit wasn’t barely breathing. It had been decaying. My father offered to be my guarantor. He knows how hard life has been. After we presented them with all the information my father was willing to give, they still informed me that it was going to be a cry in hell. I don’t know how they did it. Maybe they saw that I was tired and actually got a glimmer of happiness out of a space which ignited a fire in my heart to assert a rise out of the ashes of my break up, following a robbery that happened to me. Like when I say I am writing this as a human who has lost everything in this past year. Finally feeling like there is going to be some peace and joy entering into my life in a spot where hopefully the world will choose to treat me as well as I treat it. Long story short here’s my review on Max the apartment guide They are patient, clear, concise, honest, genuine and clearly they listen. Honesty and being genuine can come off as brutal but I’ve been truthful. So should they. I maintained the faith it was going to happen. I’ve got a lot of appreciation for this individual. Giving me the opportunity to be in an environment which doesn’t just have a zen garden and a fire place. It’s also in a really good community. Max you opened the door for me to have so many good opportunities. With fair rent as the cherry on my sundae. Despite me not making it to the first meeting because of my cellphone giving up the ghost. despite days passing between my cellphone getting repaired. Despite this last fear with how decayed I’ve let my finances get. When I actually got off the phone this evening and they gave me the good news. That was the first breath of oxygen I’ve had in awhile. The relief, but also the gratitude. So Max you’re a legend. I’m sorry I’ve carved out such a giant of words. Honestly I don’t care how personal it is in a public forum. You’ve changed my life here for the better. Without pretext the story is nonsensical. I promise I’m going be an excellent tenant. Thank you Max. You’ve made me the happiest I’ve been in a very very long time. Time to dust myself off straighten my spine and be open to having a positive change. Expérience négative: Think well If you’re planning to rent at 1002 McKenzie, be aware that you’ll be forced to use moldy laundry machines — and pay extra for them. There’s no alternative option. The machines have a strong mold smell, which can lead to night-time coughing and potentially more serious health issues. Despite multiple requests for help, there’s been no response. The property management blames Coinamatic, the laundry service provider, but Coinamatic also provides zero support. You’re left on your own with no accountability from either side.

Devon Properties is a hallow, greedy, scam company that doesn’t care about tenants.

Expérience négative: Disappointed by lack of urgency and communication during elevator outage We recently moved out of one of Devon Properties’ buildings over the September long weekend, and unfortunately, the building’s only elevator broke down on Friday night—right before our scheduled move on Saturday morning. We called the emergency line four separate times over 12 hours in hopes of getting the elevator repaired before our movers arrived at 8 a.m. The elevator wasn’t fixed until mid-morning Sunday, forcing us (and the moving company) to carry an entire two-bedroom apartment down four flights of stairs. The movers even noted in writing that the job could have taken less than 2 hours if the elevator had been working—it ended up taking nearly twice that. Not only did this cause financial strain, but there are tenants in the building who rely on the elevator for accessibility, and this delay could have been dangerous for them. I’ve emailed the Devon Properties customer service team requesting compensation for the extra moving costs, but I wanted to share this publicly as well to emphasize the importance of timely maintenance and emergency response—especially when there is only one elevator in the building.

Due to a broken fob, two out of three entry points being out of service, and my manual key being left inside during a short trip out, I ended up locked out of my home for nearly two full days. I followed the emergency process and called the after-hours line, but the response was slow and unhelpful, leaving me stranded without access to my own home. What made it worse was that management offered no compensation at all for the significant inconvenience, stress, and disruption this caused. As a tenant, I expect reliable access to my home and, when issues happen, quick and fair resolution. Unfortunately, neither of those happened here. Expérience positive: Mixed experience. On my move-out day, both elevator broken down at least as early as 6:30 am and didn't come back up until after 8 am. Being on high floors with several large person items I missed my international flight at 9:30 am. Eric the building manager was an absolute star of the day - he quickly requested for support from accounting and found a vacant unit for me to stay for the time being to rebook flights and coordinate with my employer. While this was indeed very helpful, the accounting department didn't seem engaging. I was worried during this process and ended up delaying my travel date further for slightly cheaper flights. At the end accounting refused to cover for flight rebooking apparently citing the reason that I had already signed the move-out inspection form the day prior (obviously because of the early flight). In the past, I've never missed a single rent payment and my inspection showed zero issue (full deposit returned). Overall no other complaints with my stay but a more equitable solution would've made it 5 stars.

Expérience négative: Dear Devon Properties, This is the third time in two months that we’ve had to clarify the same details regarding our move-out process. The incompetence, lack of internal communication and due process on your end are unacceptable. To recap: In March, we informed Becky (your former Building Manager) of our intent to vacate by the end of April and requested the necessary procedures. Jayme-Lyn also confirmed we needed to complete forms, which were delivered a week later. We submitted them promptly, giving formal notice that the unit would be available for re-renting at the end of April. On April 3, movers collected our furniture, for which we arranged lift access with Becky. Between April 23 and 25, we fully cleared the unit and scheduled a final inspection with Becky for April 30. During that inspection, Becky explicitly stated the unit was in excellent condition, even comparing it favorably to another unit she’d reviewed. We agreed to use your cleaners, signed all paperwork, and were told we’d receive copies of the forms and the cleaning invoice via email. She provided a statement showing a $225 balance for fees, which we agreed to pay alongside the cleaning invoice once received. Becky assured us the cleaning cost would likely be under $200, given the unit’s condition. We followed every step of your process, trusting your TRUSTED Building Manager’s instructions explicitly. Yet, here we are, weeks later, with no cleaning invoice, no returned deposit, and worse, your new manager, Sahib and his manager, Jayme-Lyn, have ignored our direct request not to contact our family. On May 6 or 7, Sahib reached out to our guarantor despite our clear instructions to communicate only via email, as we were no longer in Canada. We reiterated that contacting our family constitutes harassment and is completely unacceptable. We provided Sahib with all the details above, yet he failed to follow up, despite our three attempts to reach him. No calls returned. To be clear: The only outstanding payment is the $225 in fees, which we are prepared to pay once we receive the cleaning invoice, something you have failed to provide. As confirmed by Becky and the statement provided, April’s rent was complimentary, and we owed nothing further upon move-out. We went out of our way to ensure a smooth transition, sparing our family from involvement. Yet, your team has shown zero respect for our requests, your own procedures, or basic professionalism. We demand the following immediately: The cleaning invoice and finalised paperwork, as promised by Becky. Confirmation that our deposit will be returned without further delay. A guarantee that our family will not be contacted again. This is your final opportunity to resolve this before we pursue formal avenues. We expect a response within 48 hours.

EDIT: After investigating the situation further, unfortunately our team doesn’t have any record of your completed and signed End of Tenancy Condition Inspection Report you mentioned. It is our understanding that following your notice to vacate, our building management staff attempting to get in touch with multiple times via phone and email to schedule the inspection, without any reply. We think there may be some confusion between the Suite Inspection following a notice to vacate to assess the unit readiness for turnover by a building manager and the End of Tenancy Condition Inspection Report which is using the same report we completed when you took possession of the unit. This is a carbon report which you get a copy right after the inspection is complete and signed by you. It is Devon Properties policy to return security deposits to vacating Tenants as quickly as possible and to have any charges fairly assessed. This policy requires cooperation between the building manager and the Tenant, and a signed Condition Inspection Form. If the rental unit is left in the same condition as when you occupied the suite, Devon’s policy is to return all the security deposit plus interest at a rate set by the Residential Tenancy Branch of British Columbia. Under the Residential Tenancy Act, if the following procedures are not carried out, it will delay or prevent the return of your security deposit. We must stress that without an outgoing inspection, a signed End of Tenancy Condition Inspection Report and a forwarding address, the total security deposit will be held by Devon as per the Residential Tenancy Act. In your situation, the suite was not in the same condition, and you did not complete the outgoing condition inspection report which has unfortunately caused a delay to the standard process.
As per the Residential Tenancy Act, it is required to provide at minimum one full calendar months notice when deciding to vacate. Based on your notice to vacate form, you listed May 30th as your last day of occupancy in the unit. For this reason, you were responsible for any rent payable to the last day of your lease until it is re-rented as per your signed Residential Tenancy Agreement. Devon Properties Ltd. may retain the security deposit for outstanding rent. It is not our policy to have given you April and May complimentary as the unit was still being occupied by you during the month and your notice to vacate the unit is dated as of May 30th 2025.

They’re friendly and helpful when they’re trying to get you in the door, but the second you’ve signed that lease, it’s a completely different story. Good luck getting a response to your emails, having maintenance requests dealt with, or being treated with any kind of basic respect. They operate with zero accountability and make it incredibly difficult to resolve even simple issues. We had an angry and aggressive neighbour below us that was out of line on many occasions and although I complained to the site manager and the head office multiple times they did absolutely nothing. It’s all about protecting their profits — not supporting their tenants. Devon Properties SHAME ON YOU!! You should not be trusted to manage anything. If you’re considering renting from them, do it yourself a favour and look elsewhere. They’re not just careless — they’re exploitative and crooks. DO NOT RENT FROM THEM you will regret it .

Talked to the property manager, he said “my bad”, he forgot to tell us the water was getting shut off. No way to flush my toilet or finish showering and I had absolutely no notice. The property manager told me he would arrange to get me a bucket of water to flush my toilet, but this was never delivered. EDITED TO ADD: I emailed them as they requested. Expérience négative: I was offered a gift card TWICE as a bribe in the time I’ve lived in my building in exchange for a 5-star review. I said no because the property management has been garbage, with slow responses to major repairs, constant building issues that go unchecked for weeks, and the staff turnover has been out of control.

Expérience négative: I live at the gorge building in Victoria, the buildings nice however my building manager never responds to my emails and rent costs an arm and a leg, parking is also 125$ for ONE spot which I think is kind of ridiculous. I wasn’t aware that it wasn’t included in my rent and so they took the liberty of adding late fees. I also had to switch which account rent came out of and not realizing I couldn’t pay out of that account was giving MORE LATE FEES. I am a student and i understand that life is expensive however I am a good quite clean tenant and it feels like Devon properties doesn’t care about its tenants. When honest mistakes are made like not paying for parking because you were unaware of the extra fees until you received a ledger 6 months later and there is over 100$ in late fees it really makes you realize that they are just a big corporation. Not to mention when I reached out to my building manager multiple times she simply did not respond. I realize I should have read my tenant agreement more thoroughly and i accept responsibility on that front. I have payed back all of my debt however in the future they should take into account individuals circumstance and have some leniency. I am a young adult trying to figure out how to do life and would appreciate some patience.

Parking is not included in the monthly rent payment and each Devon apartment building has different monthly parking fees.
