We understand bylaw enforcement can be a frustrating process at times. Our office has received your complaints, acknowledged them, and sent them on to Council for direction. The direction received has been actioned. We understand seeing ongoing contraventions can lead to the feeling that action is insufficient or not taking place. It is important to note that our office has no direct hand in decision making around bylaw infractions, enforcement, or ultimately control of our property. We are facilitators for the decisions made by the Councils we work with and report to.

Fantastic experience: Casey Reed, from Pemberton Holmes Property Management, made my home rental effortless. From vetting and placing new tenants, to dealing with obscure issues including a leak, insurance claim and restoration within the home. It made being out of province and a property-owner possible. Negative experience: Poor planning, poor quality contractors to perform work on premises. I would not recommend pemberton homes strata management.

Contractor selection is made by your Council after reviewing quotes, and all work is scheduled based on contractor availability and at the Council’s direction.
We believe we have located a message from you yesterday afternoon regarding a service completed earlier this month. While we can certainly follow up with contractors if there are concerns about their work or conduct, it’s most effective when feedback is provided at the time the service occurs. Addressing issues several weeks later can be more challenging.
Your Council previously provided positive feedback about the work completed; however, we will forward your comments to them for review and direction.

Negative experience: Yelp Review: ⭐☆☆☆☆ I am utterly furious about my experience at 2213 James White Blvd. My time as a tenant from October 2023 to December 2024 has been a complete disaster, and it's imperative that I share this with others to prevent them from making the same mistake. First and foremost, the exorbitant rent of $1960 per month for a measly 600 sq ft unit is nothing short of extortion. The lack of basic amenities provided only amplifies the outrage. This is an unacceptable financial burden without any justification. The management at this property is beyond incompetent. Claire Flewelling-Wyatt, Casey Reed, and Tonya Glover are practically unreachable and display an appalling lack of professionalism. When I finally did manage to get in touch with them, their dismissive and rude behavior was astonishing. Urgent maintenance issues were repeatedly ignored, forcing me to handle several repairs on my own. This level of negligence is not only outrageous but also unacceptable for any landlord-tenant relationship! To add insult to injury, I paid a pet deposit in October 2024 as per my lease agreement, and I am now faced with the outrageous claim from your so-called management that I never paid it. This constitutes illegal withholding of funds, and it is nothing short of disgraceful! The total disregard for tenant rights and basic professionalism exhibited by the management here is appalling and disturbing. It is unacceptable that such behavior is tolerated, and it raises serious questions about the integrity of this establishment. I strongly urge anyone considering renting at this property to think twice. This is not just a poorly run building; it is an unethical operation that preys on tenants. I demand restitution of my deposited funds and a serious reassessment of how this property is managed. Positive experience: UPDATE: Following my initial review, Pemberton Holmes reached out to discuss what was going on. I appreciate that they were willing to listen and were responsive to my concerns ( I expect that I was not the only one). Noticeable changes for the better have been made and I would like to acknowledge that. I have changed my review from 1 star to 4. Although it is early days, I look forward to the ongoing service improvements that we are already witnessing. I We have owned and rented a number of condos, and have been on a number of councils working with different property management companies in the past. This company, and in particular dealing with our building’s “senior” property manager has been hands down, the worst experience we have ever had. I would not recommend this company to anyone. In my opinion, the service is unprofessional, uncommunicative, and ineffective.

Strata Corporation bylaws do not apply to non-residents who are also not the guests of owners. Some of your enforcement requests are best directed to Municipal enforcement agencies. I understand there is an ongoing warranty concern at your property where the vendor has been scheduled to attend and has failed to show up more than once. Our office follows up with these vendors but we are not responsible for the business practices of other entities. Negative experience: They had me put into physical disability they tried to breach privacy (with charges pending against them) on top they discriminate against people with disabilities I will be going public to all media outlets over the mistreatment Also health inspectors should inspect all Pemberton Holme rentals We found (asbestos, rat and mice poop, black mold, grit under stove and fridge, and there's been rodents caught by other tenants)

Negative experience: I had a troubling experience with Pemberton Homes Property Management. Robert, the property manager, allowed a tenant in my building to cut the lock on my storage locker, putting over $7,000 worth of my personal belongings at risk. Although the situation was eventually resolved with the help of the tenants, I requested a reasonable amount of compensation to reward them for safeguarding my belongings for three weeks. Robert, however, chose to haggle over what he considered fair. If you are considering property management services, I would strongly recommend looking elsewhere.

Positive experience: Pemberton Holmes Is a great company. I was having an extremely hard time finding housing for myself until I had a friend told me about them. Within about two weeks time I had a viewing and was approved for tenancy. The building I'm currently in is very well kept, the manager is on site and always around. Fantastic experience: After 30 years of homeownership, renting in Sooke revealed the hazards of dealing directly with landlords until I was fortunate enough to find a rental through Pemberton Holmes. It was the first time I had been treated as though any of my issues were a priority, and my rights were to be respected as well as those of the property owners. A sudden personal crisis received immediate attention; Stacey and the amazing staff went above and beyond to ensure that I was able to cope without added stress in a very timely manner that alleviated a lot of the fear and anxiety that accompanies such events. Not only was I heard, I was also grateful to discover that they would work with me in drastically changed circumstances to help me through a difficult time in my life. They weren't obliged to make any allowances for me, but their compassion and empathy made a considerable difference to my quality of life even as they worked with me for the best possible outcome. Negative experience: Has trouble paying the strata's bills on time, requiring many follow ups. Doesn't reply to owner questions unless they phone in. Took too long to produce a draft budget for council that the AGM was delayed past the legally required date. Do not hire this company to manage your strata. Their property managers are in charge of too many stratas and cant keep up with the workload.

The payment issues you referenced below were not of our making, and our office responded promptly in resolving an invoice issue without penalty to the Strata and were able to provide proof to the contractor in question on several other occasions that timely payment had been issued in response to their inquiries.
There is an e-mail that went without a proper response recently. However, it requested information that is privacy protected as the detailed arrears status of owners is sensitive, there should still have been a response to you.
The AGM package was sent for review, your agent is completing revisions requested by Council and the package will be distributed shortly.
We are sorry your concerns were not brought to our attention sooner so that we could look into them and address them properly.

Negative experience: Miranda worthy is about as useless as it gets. Her voice mail is always full and does not respond to emails or phone calls. I would not recomend using this company to rent your house. Zero communication and zero effort put in at all. Absolutely USELESS!!

Fantastic experience: I have rented all of my adult life and Pemberton Holmes was the best property management company I've ever worked with. I had Miranda Worthy and later Rachel Richardson as my property managers and both were really attentive. Whenever something was broken it was quickly fixed or replaced. Rachel was very fair during our walk out inspection and, after following the detailed instructions for a move out clean, our full damage deposit was returned. I will be contacting them if we move back to Victoria!

Fantastic experience: Every time I have required assistance Damion has been right on it and able to help! If there needs to be a wait time he lets you know right up front - which is a sign of a good leader. Mara has always been there for me with information I may have requested - mostly though I never entered another building during Covid that took the precautions to keep us safe as those Pemberton Holmes initiated . I can not say enough about how Mara made sure all the necessary information ( educating people) and signs - were in place. I have been here a long time and have felt respected and taken care of! Fantastic experience: We retained Pemberton Holmes following a very poor experience we had with a different property mgmt company. Our realtor had recommended Pemberton Holmes (PH) and we were very glad he did. The service has been excellent. We have used them close to 5 years and have had no issues...just great service from Miranda Worthy. We are kept up to date on any changes and could not be happier. I would recommend them and her with no hesitation.

Positive experience: I've had such a great experience with Pemberton Holmes so far. My application and email was received with the most empathy I've ever experienced in my time here. The property manager Mara is fantastic. I was able to get an apartment in a great neighborhood with a quiet community. The staff from receptionist to financial experts really assisted me to get settled in and to get my payments organized. Unfortunately the tenants before weren't clean and I had some work to do, but I'm happy considering Pemberton Holmes got me a lovely place to live.

Fantastic experience: I am not a client of Pemberton Holmes but spoke to Christina Holt with regard to a time-sensitive tenant matter. Even though I was not a client of Pemberton Holmes, Christina still took the time to listen to my concerns and explain the options available to me. Christina was generous with her advice, and her knowledge and experience were abundantly clear. Negative experience: I’m very frustrated about pemberton Holmes rental management. Since I moved to this apartment I’ve been having issues with the dryer. It’s been a year now and the person in charge for this apartment has not resolved the issue. The appliances are old, and don’t work. Now the dryer stopped working and all my clothes are damp wet. I’m texting and sending emails and I don’t get a response from Miranda Worthy who is in charge of this rental. It’s winter just snowed last night and my clothes wet. Very very upset

These situations can be frustrating. As for age, this condo was construction in 2008; making the term “old” relative. All appliances were present at time of the viewing for prospect of Tenancy.
Regarding appliance repair time, repair can be slowed when Tenant does not report accurate information or allow access. Upon deeper review into the situation, it was the washer’s spin cycle that was problematic; nothing to do with dryer performance.
As previously mentioned, now that we know the full scope of the situation, the equipment is being replaced.

Negative experience: Absolutely unprofessional experience with them. We wanted to see a place. First off, all docs were submitted a week in advance and they still kept getting back to me for documents which I had already submitted. Then they scheduled a time for a showing. They told me it’s available for a showing on Monday at 1:30pm. I wasn’t available during that time but they insisted that no other time is available. I somehow managed to get off work on that day to see the property. However, on the day of the scheduled showing, just couple of hours before the showing, they emailed me that we’re are unable to show this property today and have another time scheduled. I asked if I can even have a virtual tour of the property and was denied. Extremely inflexible and disappointing. If they’re like this before we rent anything from them, I can only imagine how they’d behave once we are renting. It was my first and last time dealing with them. Stay away if possible.

Negative experience: I have been a PH tenant since 2019. Had a good experience until early 2022. My request for rodent control since has been ignored. Mice in my unit every day and nary a response from anyone in the organization (including management) after repeated emails over a span of months. Shocking and disappointing as pest and rodent control had been provided upon request until this year.

If you felt you were not getting the response you wanted quickly enough, you could have taken the liberty to contact pest control on your own.

Negative experience: I do not recommend Pemberton Holmes as a strata property management company. So many issues with them while they were in charge. It honestly made me never want to live in a strata ever again.

Fantastic experience: I worked with Pemberton Holmes when my family was moving from the UK to Victoria in 2021. We were unable to visit Vancouver island in person, so the outside help from PH was vital. It also gave us some legitimacy that would not have come across in craigslist or Facebook communications with renters; we sounded suspicious as people from outside the country and were easy to ignore. Kim with PH was available to Skype and answer questions. She provided us with a video tour of the home we ultimately rented. She contacted the previous tenants to check on the landlord. We could not have done this without her.

Fantastic experience: Had the opportunity to rent two unites from Pemberton Holmes Langford location for 5 years. I had the honour of working with Miranda and briefly with Erin. Both extremely professional and very helpful with some issues that came up. Miranda was very quick to reply to emails or phone calls, made sure contractors were in communications and all round pleasant and cheerful attitude made me feel comfortable. Negative experience: My very pregnant sister fell on ice outside her building. Nothing that has been done has fixed the issue. When asked to do something more about it the maintenance staff and then Pemberton Holmes itself brushed her off. In the Winter the entire parking lot is often covered in a few centimeters of ice. People fall fairly often. Sooner or later someone is going to get seriously hurt. There's no doubt about it.

Our building caretaker as well as Pacific Snow Removal have both been working around the clock to ensure walkways and the parking lot are regularly packed with salt and ice melt. Given the unpredictable nature of the weather, we encourage anyone to proceed with caution when walking during icy/snowy conditions.

Negative experience: The property manager I had to deal with ( CR ) not only talks down to women, but also is VERY unprofessional. He doesn't like to deal with women who stand up for them selves. If you call the office to complain about him he will call you personally to attack you. HE will often ignore any valid complaints regarding quiet times, and plumbing issues. Save yourself the headache..DON'T CHOOSE PEMBERTON!!
